SPAK requested the guilty qualification and a fine of 700 thousand lek for the DP MP Bardh Spahia for the charge of obstructing the execution of a court decision. According to the Special Prosecution, 4 years ago, in his capacity as the chairman of the General Assembly of the Shkodra Water Supply and Sewerage Company, he dismissed Mark Molla, administrator of the Water Supply and Sewerage Company, from his post and appointed Arvit Bushati.
The investigation revealed that Molla went to court, which decided to suspend the acts issued by Spahia, but he did not implement the decision. According to SPAK, even though he was aware of the decision, he issued other acts in order not to implement the court's verdict in Molla's case.
