New details have been revealed regarding Altin Ndoc's escape from the Durrës Regional Hospital, where he was sent for a medical examination along with several other prisoners, under the escort of prison officers.
According to the investigative show "Në Shënjestër", the prison guard who closely followed Ndocin at the moment of his departure, even firing once more into the air, has been identified as Fatjon Baci.
Baci is the same officer who last year was involved in another episode examined by the justice system, this time linked to the arrested mayor of Tirana, Erion Veliaj.
This officer gave Veliaj his phone in the prison van, while the latter was being transported from the Durrës detention center to the SPAK facilities in Tirana. As a result of this episode, another charge was added to Veliaj, that of “bringing prohibited items into the prison premises”.
In the investigation documents, police officer Fatjon Baci provided details about several telephone communications made by Veliaj, in moments before and after the court hearings held in March 2025.
According to Baci's testimony, Veliaj asked him several times to use his phone, claiming that he wanted to communicate first with his brother and then with his wife. The calls were made during the transport from the court to the Institution for the Execution of Criminal Decisions in Durrës.
"Erioni spoke for 2-3 minutes with his brother and then with his wife. He talked about the hearing, about what the lawyers, the prosecutor and the judge had said, saying that he had hopes that he would get out, even though he was worried that the decision was postponed," Baci stated.
Further, his testimony takes on a more serious tone, as a so-called "Plan B" to escape prison is also mentioned.
"Erioni said that they had to sacrifice one of the students to become an MP, so that he could get the mandate and escape SPAK. He mentioned names like Tërmet Peci and someone with the surname Malaj, who according to him were becoming MPs to avoid criminal prosecution," the testimony states.
In the investigative file, Fatjon Baci explains that after the end of the court session on 11.03.2025, about 5–10 minutes after the van had left, near the tracks of the Tirana River, Erion Veliaj asked for his phone to call his brother, saying he was feeling unwell. According to Baci, he gave him the phone, while the numbers were dialed by Veliaj himself.
Baci states that during the conversation he heard Veliaj talk about the progress of the hearing, his concerns and his hopes for release. He adds that, due to the noise in the street, he was unable to understand exactly when the first call ended and the second one began, but claims that the phone was used for about 2–3 minutes.
Regarding Veliaj's escort, Baci explains that his phone was asked for before arriving at SPAK, as well as after the end of the court session. In the communication dated 12.03.2025, before going to SPAK, he states that he did not hear the content of the conversation. While after leaving the court, during the return to the Durrës Penitentiary Institution, Veliaj asked for his phone again, which Baci says he gave him out of fear because of the power and figure he represented.
According to the testimony, Veliaj spoke to his brother, relaying the lawyers' assessments of his appearance at the hearing and expressing dissatisfaction with the postponement of the announcement of the decision. Then, without returning the phone to Baci, he made another call, which he said was with his wife, which he understood from the female voice.
During this conversation, Veliaj asked his wife to meet with a lawyer for power of attorney or contract issues, and also talked about the wiretapping and the progress of the case. After the calls, he asked to use the phone for a few more minutes to read the news, browsing the pages of Top Channel and Tema. According to Baci, the phone was returned to him without any comment or thanks.
In his testimony dated 13.03.2025, Baci states that Veliaj asked for his phone number again before arriving at SPAK and after learning about the decision. During one of these calls, Veliaj spoke to his brother, stating that "they have something personal with me", while in another conversation with his wife, according to Baci, he was heard crying and talking about their son.
In this communication, Veliaj again mentioned "Plan B", saying that one of the students had to be sacrificed to become an MP, so that he himself could get the mandate and escape prison. In this context, he also mentioned other names of mayors, such as Tërmet Peci and a person with the surname Malaj, who according to him were becoming MPs to avoid criminal prosecution by SPAK.
Veliaj also spoke about Ulsi, saying that he himself had elected him as an MP from the Paskuqan or Lapraka area, but that he had not known that he sided with SPAK.
After the phone conversations ended, Veliaj asked again to read the news, according to the testimony of officer Fatjon Baci.
