
The Committee on Civic Initiatives, Cooperation and Institutional Oversight, headed by Fatmir Xhafa, has approved another visit to SPAK in its work calendar for 2026, despite the cold attitude of this institution towards previous initiatives.
The draft parliamentary oversight calendar, approved at the Committee meeting on 12 February 2026, foresees continued contacts with justice institutions, once again placing SPAK at the centre of the parliamentary oversight agenda. The move comes after Xhafa himself had previously faced public backlash and institutional reservations regarding such visits.
Sources for VNA indicate that SPAK's position has not changed and that the commission is not considered welcome in these visits, making the situation even more tense in the relationship between parliamentary control and the independence of justice institutions.
In the background remains the open debate on the limits of parliamentary oversight of special justice structures: how far does the Assembly's control extend and where does institutional autonomy begin.
