The BASHKË movement has presented its platform for overcoming the political and social crisis, focusing its action on the fight against corruption, the democratization of institutions and economic support for citizens. In the context of the aim for early elections, its representative in the Albanian Parliament, Redi Muçi, is expected to propose a legal package that aims for strong changes in the penal and political system.
The Together Movement and its platform:
We all together demand from the Parliament of Albania:
1. Amendments to the Criminal Code for: – increasing the penalties for active and passive corruption to up to 20 years in prison; – removing the statute of limitations for criminal offenses of active and passive corruption of senior state officials, especially for cases of state capture (drafting of commissioned laws and normative acts), as well as the influence of organized crime on state decision-making and political activities; – increasing the penalties for electoral crimes to up to 10 years in prison.
2. Strengthening institutions that fight corruption and dismantle state capture through: – increasing capacities for the investigation, seizure and confiscation of assets derived from corruption and organized crime; – strengthening legal protection and confidentiality measures for whistleblowers of corrupt practices; – repealing the law on strategic investments.
3. Establishing parliamentary investigative committees for: – concessions and beneficiaries of the law on strategic investments. – large privatizations and the alienation of public assets and properties.
4. Amending electoral legislation through: – drafting a special law on the financing of political parties, making it impossible for them to be financed by organized crime and the economic oligarchy; – drafting a law that ensures the tracking of the legislative process and makes transparent any legal practice of influencing decision-making by interest groups. – prohibiting the involvement of public administration employees in election campaigns, except in cases where they are candidates themselves.
5. Economic support for citizens through the adoption of laws on: – the subsistence minimum; – the Miner's Status.
