The confrontation of the rector of the College of Europe, Federica Mogherini, with justice after suspicions of unfair competition in the tender regarding a 9-month training program for young diplomats, has shocked not only Brussels. And the question that naturally arises is “Does the Brussels investigation affect the Tirana campus?”
Top Channel learns that only one postgraduate program, "Master's in European Transformation and Integration", is being developed on the Tirana campus, which has 40 international students, including those from Albania and Kosovo. But during this two-three week period, they are in exam season and are not in the building, although today some of the staff were seen holding a meeting regarding current affairs.
Top Channel's questions sent to the College of Europe's communications office did not reveal any further details at this stage. The College of Europe confirms that they were notified on December 2 of the investigative actions undertaken by the European Public Prosecutor's Office, when inspections were carried out on the premises of the Bruges campus. And in this situation they express their willingness to cooperate in assisting the investigation and that they are working to ensure that the academic process is not hindered.
"The College of Europe will cooperate fully with the authorities, in the interest of transparency and respect for the investigative process. The College remains committed to the highest standards of integrity, fairness and compliance, both in academic and administrative matters. The College is taking all necessary measures to ensure the continuity of its activities. We have no further comment at this stage, so as not to prejudice the investigation," the College of Europe statement said.
In a year, about 500 students attend postgraduate studies at the College of Europe in 3 countries. Of the three campuses, Brussels has the largest number of students, specifically in Bruges 350 young diplomats. Then there is Poland on the Natolin campus, about 120 students. And the first branch outside the EU countries that the College added in 2024 was in the Albanian capital, where during 2025 it counts 40 students.
