Besnik Koçiu, arrested on July 12, 2025 on suspicion of wounding with a sporting weapon, died in detention center 313, just a few days after the Tirana Court's decision to isolate him in prison.
Koç's family has leveled strong accusations against the institutions, claiming that his health condition was very serious and that he did not receive proper care while in detention. "He suffered from a stroke, diabetes and other serious illnesses. He should not have spent even an hour in detention without taking measures for his health," said Eranda Sejdini, a relative of the deceased.
According to family members, Besnik Koçiu suffered health problems for more than 5 hours inside the isolated cell, without any medical assistance. They accuse state institutions and authorities that were competent during the arrest and detention of direct responsibility.
His brother, Maksim Kociu, expressed deep disappointment at the lack of care and ignorance of Besnik's condition by the prison and the court. "From the court to the prison, there has been total negligence. They gave him no help," he said.
The family has filed a criminal complaint with the prosecutor's office, demanding a full investigation of the incident and accountability for those who may have been involved in the failure to perform their duties. "We demand that the detention cells be opened and the truth about Besnik's death be revealed. We have received no response from the state," Eranda Sejdini stressed.
Brother Maksim added that he will not stop until justice is served and responsibility for Besnik's death is found. "I want to see the file, watch the cameras and make sure that everyone responsible receives the punishment they deserve," he said.
The Tirana Court, which imposed the prison sentence on July 15, did not consider the lawyer's request for a more lenient security measure, despite the deceased's serious health condition.
