
By order of SPAK, the company "Evita" of businessman Klodian Allajbeu has been subjected to an inspection, as part of an investigation. Although no further details have been given about the case in question, this company is one of the entities that has "monopolized" the health budget, from tenders to concessions, which have cost Albanian citizens millions of euros.
VNA has reported time and time again about tenders won by this company with procedures that raise suspicions, disqualifying other competitors with more reasonable offers from the competition, in order to award the tender to the entity "Evita sh.pk".
The latest was two days ago, where Allajbeu's company was also declared the winner of the 1.6 billion lek tender for the purchase and supply of the National Blood Transfusion Center with laboratory materials used for blood testing and the detection of infectious viruses. In this procedure, "Evita" also won the tender with a bid of 99.9% of its value, while the other competitor, who had requested 51 million lek less, was disqualified from the competition.
But this is not the only case. At the end of November 2025, using the same method, Allajbeu's company was also declared the winner in the 750 million lek tender for the purchase of medical materials for the cardiosurgery service for 24 months. In this procurement too, the other competitor who had requested 120 million lek less was disqualified from the competition, to be declared the winner "Evita" with a bid of 88.1% of the tender value.
These procedures add to previous cases, where the company in question was awarded contracts by the state without real competition, raising suspicions of favoritism. According to data processed by “spending.data Albania”, the company “Evita”, since it has extended its hegemony in the pharmaceutical tender market, has benefited from at least 40 million euros through public tenders.
However, the tenders are nothing compared to the two concessions that “Evita” has managed, such as the Hemodialysis and Laboratories concessions. A little more than a year after its establishment as a company, in 2016, the company with minimal initial capital managed to secure one of the four concession contracts in the health sector, the Hemodialysis concession, with costs that reached up to 84 million euros.
A year later, “Evita” was one of the winners of the “Laboratorëve” concession contract, with a fund of 130 million euros. In total, the two concessions are worth 214 million euros, which did not even provide minimal service to patients.
In July 2016, two dialysis patients died and a nurse suffocated, while the environment they were in was engulfed in flames. The news disappeared from the media and with it the investigations. The same situation occurs with the Laboratory concession, where the number of tests is limited and patients are forced to perform them privately.
It remains to be seen what will come out of SPAK's inspections and for which case Allajbeu's company is under investigation, which has benefited from millions of euros from the Albanian budget and who are once again faced with a scandalous healthcare service.
