
After decades of waiting and legal obstacles, there is finally a solution for thousands of citizens who worked during the communist regime but were unable to receive the pension they were entitled to.
The Social Security Institute has begun implementing the new Law No. 7/2025, which automatically recognizes years of work before 1991 as an insurance period – without the need for courts, lawyers, or difficult-to-obtain documents.
✅ What changes with this law?
All years of work completed before 1991, in agricultural cooperatives, state-owned enterprises or other socialist institutions, are automatically recognized as pension contributions.
Verification is carried out by the ISSH itself, through civil status registers, without the need for citizens to bring any evidence in hand.

All those who worked in the state economy before the '90s and were unable to prove their contributions due to lack of documents or complicated procedures.
???? How is the application made?
The application is made directly to the Social Security office of the place of residence.
The form is filled out there with the help of specialists.
The basic documents include:
Identity card
Proof of residence during the working years
Any existing work document (work record book, certificate, etc.)
Declaration that you have not been convicted by a court decision
In the absence of complete documents, institutions conduct their own verifications in archives or municipalities - the citizen no longer has the burden of proof!

The application is free.
Processing time: 30 to 60 days.
The pension begins to be calculated from the day the application is submitted.
If there has been a previous court case on this issue, it does not affect the right to apply again.
