The tender for the maintenance of the fiscal system on behalf of the General Directorate of Taxes, with the contracting authority the National Agency for the Information Society (AKSHI), with a limit fund of 7.7 million euros, has again ended up being appealed to the Public Procurement Commission, just ten days after the suspension was lifted.
While the PPC previously took this measure to pave the way for the continuation of the process after ascertaining that the necessary corrections had been made to the tender documents, another operator now assesses that these changes are incomplete, leaving room for interpretation.
In a complaint registered in the system, the complaining company states that the findings of these uncertainties were made by the foreign company with which it cooperates.
The ball is now back in the hands of the KPP to decide whether to ask the National Agency for the Information Society (AKSHI) to review the documents again together with the Taxes on whose behalf the tender, which was opened in April of this year, is being held.
Tender for the fiscalization system
The tender for the maintenance of the Billing Control Management Module for the General Directorate of Taxes was opened in April this year. According to the documents accompanying the procedure, the main purpose of this project is the maintenance of the Billing Control Management System (fiscalization system) for the General Directorate of Taxes for a period of 24 months.
"The goal is to guarantee the full functioning of the electronic system, in all its components: software and physical equipment (hardware). This system is hosted at the Government Data Center, at the National Agency for the Information Society (AKSHI), and provides services to about 125 thousand taxpayers, as well as to the tax administration itself," the documents state.
The documentation emphasizes that the availability of the fiscalization system is very important. The fiscalization service and the taxpayer portal (SelfCare) cannot be interrupted for more than a few minutes and planned interruptions for upgrade, update or other modifications are not tolerated.
"Services provided to taxpayers (fiscalization, verification of invoices, their acceptance/rejection, etc.), as well as to the tax administration, must be functional 24 hours a day, 7 days a week," it is further emphasized.
Currently, this system is used by businesses and citizens, while for internal use it is accessible by the tax administration and other authorized public institutions.
