The computer of the former head of SPAK, Altin Dumani, was hacked a total of 425 times during the period February-March last year. The details were revealed in the show "Në Shënjestër", with author Klodiana Lala, broadcast on News24, which brought new information from the investigative file on the interference in the computer systems of several SPAK prosecutors.
Agim Ismaili, former Director General of Prisons, and two other people, Zambak Gjoni and Arnold Rrokaj, are accused in this case. According to journalist Xhevair Zhabina, the current head of SPAK, Klodian Braho, was also targeted by the same group.
Investigations have revealed that through hacking prosecutors' emails, the defendants allegedly obtained sensitive investigative materials, including files related to important criminal cases. Agim Ismaili's main interest, according to the file, was to learn whether there was any open investigation against his political superior, Justice Minister Ulsi Manja.
Everything was revealed after the activities of Zambak Gjoni, a former employee of the Prisons Directorate and then of the Territorial Protection Inspectorate, who had access to investigative materials marked "secret". In March 2025, he had sent part of these documents to a journalist for publication purposes.
This action proved decisive in uncovering the scheme, as the journalist, after realizing that the materials were under investigation and that their publication would constitute a serious legal violation, immediately notified SPAK. The Special Prosecution Office launched an internal investigation into the information leak, while Altin Dumani ordered the expansion of the investigation to identify the perpetrators and how the materials had leaked outside the institution.
According to the investigative file, on March 12, 2025, Dumani informed the prosecutor of the case that Zambak Gjoni had sent the administrator of a media portal documents related to criminal proceedings no. 277/1 of 2022, which follows case no. 277 of 2020 for the Elbasan incinerator concession. This file includes well-known names such as Lefter Koka, Alqi Bllako, Stela Gugallja, Mirel Mërtiri and Klodian Zoto.
Investigators are verifying whether the provision of these materials was simply curiosity, as the accused claim, or whether the real purpose was to blackmail the persons under investigation. This track is also strengthened by the fact that the material found on the phone of the prosecutor in the case fully matched the documents that Zambak Gjoni had distributed outside SPAK.
