Ilir Shtufi, of the Nova company, testified at SPAK as part of the investigation against Deputy Prime Minister Belinda Balluku.
Shtuf's company, merged with another company, turns out to have won the tender for Lot 4 of Tirana's Great Ring Road, a tender that is suspected to have been predetermined by Belinda Balluku.
Before the investigators, Shtufi explained the circumstances of the cooperation with other companies in this procurement procedure. He stated that he initially hesitated to cooperate with the company "Euroteorema Peqin", as this company requested the majority of the works.
At this time, Shtufi says that he was informed by an engineer from his company that Evis Berberi had asked to meet him several times.
"I accepted the meeting, given that Berberi was the head of the contracting authority for the tender in which my company intended to compete. After this meeting, I decided to cooperate with 'Euroteorema Peqin'," Shtufi stated in the testimony given on December 8, 2025.
As part of this investigation, a personal search was conducted against Ilir Shtufi, as well as a search of his apartment and office.
Ilir Shtufi is also publicly known as the builder of the “Mountain of Tirana” high-rise building. He has also been mentioned for his connections with Shkëlzen Berisha, the son of the leader of the Democratic Party, Sali Berisha. Currently, Shkëlzen Berisha lives in a rented villa owned by Ilir Shtufi, located in the “Rolling Hills” residential complex in Tirana.
