The Thumanë-Kashar road concession is among the most discussed as corrupt. For the first time in the file against Belinda Balluku, SPAK releases communications that imply that the concession for the road in question is considered a "gift of a lifetime" for businessman Ulaj.
Investigation file
Following the investigation of this criminal proceeding, from the review of the data of the expert report no. 195, dated 26.09.2024, of the “BlackBerry” mobile phone, model “BBF100-6”, seized from citizen Evis Berberi, communications in the “Signal Private Messenger” application between citizen Belinda Balluku and citizen Evis Berberi have resulted, as follows:
On 15.06.2021, citizen Belinda Balluku sends the following message to citizen Evis Berberi:
"I was with Bashkimi yesterday."
Evis Berber : “How did it go?”
Belinda Balluku : "And I told him this is my challenge and his."
Evis Berberi : "That's why the change was felt today."
Belinda Balluku : "He told me that the crane for the bridge beams is coming tomorrow or the day after tomorrow."
Evis Berberi: "He came yesterday, today he was going to the bridge, because I'm returning from there."
Belinda Balluku :
"I am doing the honor of life with Thumanë-Kashari, so he will fall to pieces."

The Special Prosecution Office states that, in relation to the above conversation, the investigation shows that the person in question is citizen Bashkim Ulaj, partner of the company “Gener 2” sh.pk, declared the winner in the concession procedure “For the award of a concession/PPP for the construction and maintenance of the Thumanë–Fushë-Krujë–Vorë–Kashar road”, with an estimated project value of 245,750,755 (two hundred and forty-five million seven hundred and fifty thousand seven hundred and fifty-five) euros, as it turns out that on 09.05.2022 a concession contract was signed between the Ministry of Infrastructure and Energy (Contracting Authority) and the companies “Gener 2” sh.pk (Concessionaire) and “G2 Infra” sh.pk (Concessionaire Company), with the object “For the award of a concession/PPP for the construction and maintenance of the road Thumanë–Fushë-Krujë–Vorë–Kashar”.
