
The Chairwoman of the Appeal and Statute Evaluation Committee of the Democratic Party, Adriana Kalaja, has sent an official request to the President of the Democratic Party, Sali Berisha, and the Party Presidency, requesting the annulment of the decision taken at the meeting of October 4, 2025, related to the determination of the candidacy for the Municipality of Tirana.
In the official document, Kalaja describes this decision as "anti-statutory" and politically harmful to the Democratic Party, arguing that it was taken in serious violation of Article 12 of the Statute, which determines the procedures for selecting candidates for local government, through the system of primaries and membership vote.
"This decision, in moral and political terms, negatively affects the structures of the DP branches as it shows fear and refusal to enter the race. Persons who have not made any contribution to Tirana, and some of them have even served the regime, cannot be accepted as candidates," Kalaja writes in the letter to Berisha.
In her request, Kalaja also emphasizes that the Presidency's decision conflicts with the principles of transparency and with the DP's political cause against the "Soros" foundation, warning that the lack of prohibitive criteria for candidates associated with this foundation "compromises the party's position."
She recalls that the Statute Appeal and Evaluation Commission, which she heads, is the only body that has the right to assess the statutory compliance of decisions of the DP bodies, and demands that this decision be revoked immediately, so as not to harm the internal democratic process.
"If we do not defend the Statute today, we give the public the perception that tomorrow, when we come to power, we will not defend the Constitution either," Kalaja further writes, seeking a reaction from the members of the Presidency.
At the end of the letter, she states that the October 4 decision is against the interests of Democrats and DP voters, and warns that if no reaction is made today, tomorrow will be too late.
