But what they discovered was shocking. They found photos and videos on the cellphone that contained evidence of corruption by a public official. He was Irgen Kërcuk, an official at the State Attorney's Office. The investigation revealed that Aleksandër Laho, known as 'Rrumi', had bribed Kërcuk not to appeal a decision related to a large area of land on the coast.
Then Kërcuk was raped and the money was returned. Kërcuk, who was later convicted of corruption along with 'Rrumi', had not appealed a decision related to 45 thousand square meters of land in the name of Pal Seçuni. Dozens of property cards of families in the villages of Lalz, Shetaj and beyond were also discovered in Mëziu's apparatus. The prosecution began to verify each document and discovered that it was facing a sophisticated scheme of alienation of property through falsification of documents.
"From the examination of volume 4 of Cadastral Zone 2375, Lalëz, Durrës, it resulted that the assets presented problems in their registration, which and the register sheets of volume no. 4, where these assets were registered, had corrections in the cadastral entry, which leads to reasonable suspicion that the content of the volume sheets where the assets were registered is falsified," the investigative file states.
SPAK identified other properties that presented the same problem, that of correcting the cadastral entry or that were related to the same origin of the properties suspected of being counterfeit. This would be the starting point of this investigation, which revealed the property theft scheme.
"From the criminal proceedings no. 235/1 of 2023, it results that various persons have benefited from large areas of agricultural land using an organized scheme of drafting forged documents, partial forgery of official property documents, illegal registration of properties in the registers of the former ZVRPP Durrës and then the ASHK Durrës Directorate, transferring ownership to 3 other persons and finally selling them to individuals interested in purchasing property in areas with high investment interest," say the prosecutors in this case.
As investigators verified each register, Sky Ecc's wiretaps allowed SPAK to uncover the mechanism of property alienation in the most coveted areas of the coast, such as Kepi i Rodonit or Rëra e Bardhë. In the conversations of 'Rrumi' with members of his criminal group, which also includes his brother, Vullnet Muça and driver Agron Bejdolli, attempts were revealed to identify the location for the purpose of murdering citizen Plarent Dervishi alias Lenti, and the organization and murder of citizen Edmond Koçi known as Mond Çekiçi. But, in parallel with the plans to execute opponents, Rrumi's group continues undisturbed to work on the alienation of large areas of land.
"Some of these individuals have obtained original property registration documents from state archives, and have forged the documents by partially erasing the content of the documents and rewriting them with false facts about property transactions; by partially or completely forging the deeds of taking ownership of land; by removing the volume sheets where the assets were registered and replacing them with new sheets with forged content, actions carried out in collaboration with employees of the State Cadastre Agency in exchange for irregular benefit," the SPAK investigation states.
The investigations revealed that dozens of hectares of land were registered in the former mortgage of Durrës based on forged documents. The investigation has managed to document not only the forgery of property registration documents but also the perpetrators of their forgery, who acted as a structured criminal group.
But how did the scheme to alienate state property in the village of Shetaj work? And how was Aleksandër Laho able to penetrate the Durrës Cadastre and recruit officials from there whom he then corrupted, who served him faithfully in his predatory property plan?
According to data provided by the show 'Në Shënjestër', it is about thousands of hectares of land, or rather 18 cadastral properties that have been seized by SPAK. Divided between the cadastral area of Lalzi and the village of Shetaj. Which were used by the criminal group as land obtained under Law 7501.
"Various individuals, acting as a structured criminal group, have falsified large areas of agricultural and forest lands, registering them in the names of residents of the villages of Lalëz and Shetaj.
