SPAK is taking 5 subordinates of Deputy Prime Minister and Minister of Infrastructure and Energy Belinda Balluku as defendants for violating equality in tenders regarding the tender for the construction of the Llogara tunnel.
Balluku himself was previously indicted on the same charge.

SPAK continues the charges for the criminal offense, "Violation of equality of participants in public tenders or auctions"
Following the previous announcement published on 31.10.2025, within the framework of the investigation of criminal proceedings no. 136 of 2025, the Special Prosecution Office against Corruption and Organized Crime has filed charges against the other defendants; Evis Berberi, Gentian Gjyli, Erald Elezi, Jetmira Dervishi and Mirzeta Kashnica, accused of committing the criminal offense, "Violation of equality of participants in public tenders or auctions", in collaboration, provided for by article 258/2 and 25 of the Criminal Code.
Up to this stage of the preliminary investigations, the criminal facts, the subject of the charges against the defendants; Evis Berberi, Gentian Gjyli, Erald Elezi, Jetmira Dervishi and Mirzeta Kashnica, relate to their actions in their capacity as members of the Bid Evaluation Committee, in one of the procurement procedures, the subject of this investigation, "Construction of the Llogara Tunnel" on the Orikum-Himarë road section, part of the SH8 (Vlorë-Sarandë) highway, developed on 11.12.2020 and after cancellation, reopened on 22.6.2021, with a limit fund of 18 967 810 952.08 (eighteen billion nine hundred sixty-seven million eight hundred ten thousand nine hundred fifty-two (point) zero eight) lekë excluding VAT.
At the time of the performance of the actions for this procurement procedure, the defendants held the functional duties, Evis Berberi - General Director of the Albanian Road Authority, Erald Elezi - Director of the Directorate of Strategic Planning and Operations at the Albanian Road Authority, Gentian Gjyli - Director of the Directorate of Construction and Maintenance at the Albanian Road Authority, Jetmira Dervishi and Mirzeta Kashnica, high-level specialists at the Ministry of Infrastructure and Energy.
