Following the release of Ilir Proda, the competition for the position of Director General of the State Police opens. Here are the criteria for candidates aiming for this important position.
Criteria
In support of Law No. 82/2024 “On the State Police”, as well as the Instruction of the Minister of Interior No. 160, dated 2.9.2024 “On the determination of the rules and procedures for the selection of the candidate for Director General of the State Police”, the Ministry of Internal Affairs announces the call for applications for the position of Director General of the State Police.
THE APPLICANT MUST MEET THESE CRITERIA
General criteria:
a) holds one of the ranks of the middle management role;
b) have Albanian citizenship;
c) not have been convicted of a criminal offense by a final court decision;
ç) not to have taken the disciplinary measures specified in letters “c”, “ç” and “d” of point 1 of article 123 of law 82/2024 “On the State Police”, within the last 5 years (temporary salary reduction of up to 40% for a period not longer than 1 year; postponement of the promotion deadline for up to 5 years; reduction by one rank for a period of up to 5 years);
d) be in a health condition that allows him/her to perform the relevant duty;
dh) there should be no conflict of interest in the exercise of the duty, in accordance with the legislation on conflict of interest.
DOCUMENTATION, METHOD, DEADLINE FOR SUBMISSION AND EVALUATION
Written request from the applicant, addressed to the Minister of Internal Affairs, to express interest in the position of Director General of the State Police.
The written request is accompanied by the following documents:
a) updated curriculum vitae;
b) a personal platform of the goals and objectives that the candidate proposes to pursue. This document must be the candidate's original work and must not exceed 20 pages, in Times New Roman font, size 12, with single line spacing;
c) self-declaration according to Law No. 138/2015 “On guaranteeing the integrity of persons elected, appointed or who assume public functions”;
ç) proof of judicial status issued by the competent state body, issued no earlier than 3 months from the date of submission of the expression of interest;
d) appropriate certification/documentation proving the candidate's work experience for the position for which he/she is applying;
dh) the results of the professional and ethical assessment of the candidates in the jobs they have done in the past, if any, or the results achieved during their work experiences, related to the exercise of functions in the field of order and security;
e) results achieved during higher studies and in certified training and courses, both domestically and abroad;
ë) results achieved during postgraduate studies in the field of order or security;
f) notarized copies of foreign language certificates, if any;
g) notarized copies of scientific degrees or academic titles, if any;
gj) copy of the certificate of credibility, obtained from the relevant police station, issued no earlier than 3 months from the date of submission of the expression of interest;
h) health document proving ability to work, issued no earlier than 3 months from the date of submission of the expression of interest;
i) self-declaration that the candidate is not in a conflict of interest in the exercise of the duty;
j) self-declaration that the candidate has not previously been dismissed from work for disciplinary reasons and that there is no disciplinary measure in force at the time of candidacy.
ASSESSMENT
Candidates, within 7 days from the announcement of the call for applications, must submit the complete documentation specified in Instruction No. 160, dated 2.9.2024.
After the 7-day deadline for submitting expressions of interest, the Ministry of Internal Affairs publishes the names of the candidates on the official website.
Within 10 working days from the end of the deadline for submitting expressions of interest, the Special Commission carries out a preliminary assessment, in order to verify the fulfillment of the legal conditions. At the end of the preliminary assessment, the Commission draws up a list of candidates who meet the legal conditions and of candidates who do not meet these conditions, based on the documentation submitted by the candidate and the additional documentation collected by the Commission. The Commission makes a decision to exclude candidates who do not meet the legal conditions and notifies the excluded candidates in writing, in a reasoned manner, of the reasons for the exclusion.
The Commission shall organize a hearing with the candidates and notify them at least 3 days before the hearing. The members of the Commission shall evaluate all the information made available by the candidates, the documentation collected and the information obtained during the hearing and submit to the Minister the ranking of the candidates, together with the written evaluations.
