The annual report of the Special Structure against Corruption and Organized Crime for 2025, submitted to the Parliament and obtained by VNA, sheds light on one of the most powerful investigative instruments used by SPAK: wiretapping and electronic interceptions.
The figures show a growing use of this investigative method, while in parallel the institution has invested millions of euros in modernizing interception technology and expanding its operational capacities.
186 criminal proceedings with wiretapping
According to the report, during 2025 the wiretapping method was used in 186 criminal proceedings, marking an increase of 14.1% compared to 2024.
In total, 3004 terminal devices were intercepted, mainly telephone numbers of persons under investigation.
To carry out these operations, 1,738 decisions of the Special Court against Corruption and Organized Crime (SCOC) were executed.
These decisions are divided into:
• 373 decisions to allow interception
• 235 decisions to validate interception
• 1130 decisions to extend interception
In parallel, SPAK prosecutors have also issued 252 authorizations to allow wiretapping.
A structure dedicated to wiretapping
Interceptions are carried out through the Electronic Command Core, a dedicated technical structure that manages the interception process and the analysis of data obtained from electronic communications.
According to the report, it is precisely the data collected during these interceptions that has made it possible in some cases to register new criminal proceedings, mainly on the initiative of SPAK itself, when other possible criminal elements outside the initial object of the investigation have been discovered during the interceptions.
BKH establishes preventive surveillance section
Another important development is related to the expansion of the role of the National Bureau of Investigation (BKH).
According to the report, the BKH has already established the Preventive Interception Section, a structure that aims to strengthen the investigation and monitoring capabilities of criminal activities.
During 2026, the recruitment of new investigators for this section is also foreseen.
Investments of over 5 million euros in surveillance technology
The report also highlights significant investments in surveillance technology.
SPAK has secured funding of 5.1 million euros for two major projects:
• Procurement of the IMSI Catcher device, worth around 1.8 million euros, which is used to identify and intercept mobile phone communications.
• Modernization of the interception system, worth around 3.3 million euros, which includes expanding data storage capacities and adding a module for intercepting IP data, allowing monitoring of communications over the internet as well.
Secret contract for system maintenance
For the operation of this sensitive technological system, a maintenance contract worth around 29.7 million lek including VAT was also liquidated during 2025.
According to the report, this contract is classified as a secret contract, due to the nature of the interception system and the technology used.
A new dimension of investigations
The report's data shows that interceptions have become one of the main investigative instruments for SPAK, not only to prove criminal offenses in progress, but also to discover new crimes during interceptions.
In this way, wiretaps not only serve to document an existing investigation, but often also to open new criminal proceedings at the initiative of the prosecution itself.
