This Saturday morning, SPAK, BKH, supported by the state police and the Vlora police landed in the cold water area with the arrest warrant in hand for Ines Hajrulla and his criminal group. After the SPAK investigation, the Special Court of First Instance has set the personal security measure "arrest in prison" for 8 Albanian citizens.
Details of the SPAK operation reveal that Hajrulla's criminal group is involved in crimes against the person, international drug trafficking, and laundering of the proceeds of crime.
The Special Prosecution Office against Corruption and Organized Crime has conducted an extensive investigation into a structured criminal group, based in the city of Vlora and with activities extending to several countries of the European Union.
The investigations are based on encrypted SKYECC communications as well as other investigative actions.
Through them, it was discovered that this criminal group was involved in crimes against the person, international drug trafficking, and laundering of the proceeds of crime.
Within the framework of criminal proceedings 152 of 2022, the Special Prosecution Office is investigating the criminal offenses: "Trafficking in narcotics" committed in cooperation in the form of a structured criminal group provided for in Articles 283/a and 28 point 4 of the Criminal Code, "Structured criminal group" provided for in Article 333/a of the Criminal Code, "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for in Article 334 of the Criminal Code, and "Laundering of the proceeds of a criminal offense or criminal activity" provided for in Article 287 of the Criminal Code.
Following the request of SPAK, the Special Court of First Instance, with decision no. 13, dated 5.3.2026, has imposed the personal security measure "arrest in prison" for 8 Albanian citizens.
The National Bureau of Investigation (BKH) in cooperation with the General Directorate of the State Police and the Police Supervision Agency has executed security measures for 3 citizens, one of whom is currently arrested in Switzerland. Work continues to capture and execute security measures for 5 other people.
Citizen RK, a police officer, and FP, alias FS, alias FM, alias FS have been left in prison, while citizen HM has been arrested in Switzerland.
In the interest of this investigation, SPAK has received approval from the Special Court for searches of suspected persons, several homes and vehicles, which are still ongoing.
During the investigation of this proceeding, the following criminal facts were documented:
The suspects IH and EM, in collaboration with other members of the structured criminal group, organized, interacted and coordinated in real time with the perpetrators, with the aim of carrying out the murder and gave operational instructions related to monitoring the victim, securing the vehicles and committing the murder, hiding the perpetrators and burning the vehicle in which the perpetrators fled.
From the analysis of the communications, it results that IH and EM as well as unidentified citizens up to this stage of the investigation, in cooperation with each other, have undertaken a series of deliberate actions to carry out the murder of citizen BB. They have ensured all the conditions and have used technical means, such as surveillance cameras and have observed the “The Boss” bar owned by citizen BB, to continuously monitor his movements, schedules and the people he associates with. It also results that they have drawn up a concrete plan for the manner and place of execution. Citizen BB was executed on May 10, 2021, in the 'Hajro Çakërri' neighborhood, in Vlora.
During investigations and analysis of encrypted communications on SkyECC, the National Bureau of Investigation has documented several cases of international narcotics trafficking and significant seizures:
According to investigations, the criminal group had set up sophisticated financial mechanisms to make payments and finance the purchase of narcotics in Latin America, while transportation was carried out via sea and land routes to European Union countries.

This operation was carried out thanks to close inter-institutional and international cooperation between SPAK, Europol, Eurojust, DEA and law enforcement agencies of the European Union countries. The Special Prosecution Office thanks the investigators of the National Bureau of Investigation, the State Police and the Police Supervision Agency for their support during the execution of security measures.
