The Durrës Prosecutor's Office, which is investigating the floods in Durrës, has suspicions that "persons in charge of functions, who are tasked with managing the situation, have committed actions or omissions that constitute a regular failure to fulfill their duty, severely damaging the interests of citizens and legal entities and have also brought serious, evident and measurable consequences on property assets as well as on the life of a person who has lost his life."
According to official sources, the investigation is being conducted by prosecutor Suela Beluli, on the criminal charges of "Abuse of office", "Destruction of property by flooding" and "Destruction of property by negligence".
"The situation created over the past two days due to continuous rainfall has created real, visible problems for individuals, for their well-being, but also considerable damage.
The situation created, which has hindered the development of normal educational, state, and health services, has created the blockage of urban and interurban roads, the flooding of homes and the real danger to the lives of citizens, the flooding of the penitentiary institution, placing the entire district in which the Prosecutor's Office exercises territorial and subject jurisdiction in a state of emergency, provides sufficient and reasonable evidence that we are facing a criminal fact," the Prosecutor's Office emphasizes.
It is further emphasized that "from the data so far, it results that as a result of this situation, it is suspected that the death of citizen Astrit Hysenaj, who turns out to be an employee of the Municipal Enterprise Plazh, has occurred. According to the information, it results that this citizen went to the area to verify the situation created by the rainfall and flooding. From the preliminary data, there are suspicions that he lost his life because he was swept away by the water flow caused in the place"
Regarding Hysenaj's death, the prosecution has suspicions of the criminal offense of "Abuse of Office", committed by the persons responsible for the maintenance, control and management of the situation created due to the rainfall in the city of Durrës.
"There are suspicions that the persons in charge of functions, who are tasked with managing the situation, have committed actions or omissions that constitute a failure to properly fulfill their duties, severely damaging the interests of citizens and legal entities and have also brought about serious, evident and measurable consequences on property assets as well as on the life of a person who has lost his life. Likewise, based on the considerable damage evidenced so far that has been caused to public infrastructure and private property, there are reasonable suspicions about the existence of the criminal offense of "Destruction of property by flooding" and "Destruction of property by negligence", the investigative file further states.
