
The former chief of Police Station No. 2 in Tirana, Ritvan Pali, has won the legal battle in the Administrative Court against the disciplinary measure imposed by the leading structures of the State Police, after a clash with the general director, Ilir Proda.
The case is related to developments following the arrest of Altin Morina, a former RENEA operative, wanted by the Special Structure Against Corruption and Organized Crime on suspicion of links to criminal groups. Following this operation, disciplinary measures were taken against Pali, initially a demotion and then a transfer to lower-level duties in the districts.
The decision to demote him for a period of one year was made by the Directorate of Professional Standards, with the argument that Pali had not worn his official uniform on May 11, the day of the parliamentary elections, when an incident related to the claims of candidate Belind Këlliçi about the existence of a secret patronage office for candidate Erion Braçe was recorded.
During the trial, Pali presented evidence that, at the time of the police intervention to clarify the situation, he was equipped with a State Police identification document and had acted in accordance with the law "On the State Police".
In conclusion, the Administrative Court decided to annul decision no. 150, dated July 23, 2025, of the Disciplinary Commission at the General Directorate of the State Police, overturning the measure of "demotion by one rank" for one year against Paul.
However, even though the decision constitutes a legal and moral victory for the former head of the police station, he has chosen to resign from the ranks of the State Police.
