Albania does not have a preparedness plan to guarantee energy security according to the principles set out in European Union directives.
The Energy Community Secretariat noted that the deadlines for fulfilling some requirements related to the relevant regulation covering this issue have expired for years now, but the approximation still remains in the discussion phase.
"Albania has not yet transposed Regulation (EU) 2019/941 nor designated a competent authority for risk preparedness, despite the respective deadlines having expired on 31 December 2023 and 5 January 2023.
A working version of the draft law on the Electricity Sector, reviewed by the Secretariat in July 2025, aims to transpose certain provisions of Regulation (EU) 2019/941. This draft law provides that the ministry responsible for the electricity sector is the competent authority and establishes the obligation for this authority to adopt a risk preparedness plan,” the report states.
The latter underlines that, however, the full transposition and implementation of the Regulation will require further efforts to draft and adopt the relevant primary and secondary legislation. Regulation (EU) 2017/2196 has also not been transposed yet. Albania has not submitted the Security of Electricity Supply Declarations to the Secretariat, despite its obligation under Article 29 of the Treaty.
“Key developments in the field of cybersecurity in Albania include the adoption in 2024 of the new comprehensive Law No. 25/2024, which is partially harmonized with the EU Directive on the Security of Network and Information Systems (NIS2) and reflects broader European standards. In addition, the National Authority for Electronic Certification and Cybersecurity (AKCESK) has been established to oversee and coordinate the country’s efforts in the field of cybersecurity,” the report assesses.
This document also analyzes the progress regarding the security of gas supply and oil supply, two issues that each remain at different stages of implementing the requirements, with gas being the most advanced, while oil has only achieved 23 percent of the approximation plan./Monitor.al/
