
Each user spent an average of almost 9,200 lek on mobile communications services in 2024. According to data from the Electronic and Postal Communications Authority (AKEP), the average spending of Albanians on these services increased by about 16% compared to the previous year.
This value is based on the average revenue per user (ARPU) indicator of mobile operators and is calculated as the ratio of revenue from retail services to the total number of active users.
According to this indicator, the average spending of Albanians on mobile services increased for the fourth consecutive year.

Also, the average Albanian spend per minute on mobile calls in 2024 increased to 5.54 lek per minute, up 16% compared to the previous year. The value is based on the average revenue per minute (ARPM) indicator, which is calculated as the ratio of retail revenue to the amount of outgoing minutes and indicates the entrepreneur's income per minute.
The two mobile network operators, Vodafone Albania and One Albania, last year reported revenues from electronic communications worth 27.9 billion lek, an increase of 8.9% compared to the previous year.
In the market division according to the turnover generated by the mobile segment, Vodafone Albania has deepened its dominance, with around 58% of the total market, from the 56% it held a year ago, while One Albania has dropped to 42% of the market, from the 44% it held in 2023.
Vodafone Albania also dominates in the total volume of calls, internet and text messages, while official statistics show that the two companies have equal market share according to the number of active users.

AKEP data shows that the total number of mobile subscribers or SIM cards at the end of 2024 reached about 3.4 million, in other words, each resident in Albania owned about 1.4 SIM cards, a figure higher than the European average of 1.25 SIM cards per resident. In part, this may be related to tourism and their temporary use of SIM cards.
Meanwhile, the number of active SIM cards (the number of cards used to make electronic communications during the last three months) reached around 2.5 million, down 3.8% year-on-year.
