IBAR, or the approval of intermediate milestones, is blocked in the European Union for Albania.
Although Edi Rama had denied the impact of the Balluku case on integration, the facts confirm the opposite.
Albania managed to receive a positive recommendation from EU technicians, but member states did not vote, and the decision has been postponed due to skepticism.
At the top of the countries that definitely wanted Balluk's arrest, as SPAK demands, was and remains Germany, which does not take any steps back despite the Albanian Prime Minister's various efforts.
As the situation continues to be tense, Rama has sent Parliament Speaker Niko Peleshi to Berlin, accompanied by the chairman of the parliamentary group Taulant Balla and opposition MP Redi Muçi.
Three opposition figures appeared separately in Berlin today: the leader of the Democratic parliamentary group, Gazment Bardhi, along with Jorida Tabaku and Klevis Balliu.
It remains unclear whether or not the agenda of the Speaker of the Assembly will be intertwined with that of the opposition, while it remains to be seen what the positioning of the Democrats will be in German political meetings.
Will both sides work to unblock the negotiations, or will the minority insist on the arrest of the Deputy Prime Minister?
