
The Mayor of Kavaja, Fisnik Qosja, seems to be ignoring the Democratic Party’s concerns about the government favoring certain companies in public procurement. Recently, the Municipality of Kavaja awarded a tender without competition to the company “4S”, which is owned by Xhino Sinani, the son of Shemsi Sinani, a businessman whom the DP has previously accused of being one of the government’s favorites in public procurement.
The tender in question is for the purchase of food for the “Sefer Dervishi” Nursing Home, worth 82 million lek. Only the entity “4S” participated in this procurement, with a bid that reached 97.5% of the tender value, and the Municipality of Kavaja automatically declared it the winner.


The question marks are not only related to the lack of competition, but also to the stance of Mayor Qosja, who seems to be avoiding his party's official line.
As a reminder, in December 2024, the Democratic Party, through its Anti-Corruption Spokesperson, Genta Vangji, denounced a tender by the Centralized Purchasing Operator for the purchase of food for the Institution for the Execution of Criminal Decisions in the prison system. One of the winning companies was "4S", for which the DP representative did not spare any accusations.
"Even the companies of the family of Shemsi Sinani, who was sentenced by a final decision to 4 years in prison for corruption in tenders, are included in this situation. '4S shpk' is on paper owned by his son, Ghino Sinani, and almost every month wins public procurement contracts. Meanwhile, 'Sinani Trading shpk', the other family company, was used during the commission of the criminal offense for which Shemsi Sinani was convicted, and was then fictitiously donated to the other son, Ledion Sinani," Vangji declared at the time.
That said, we are faced with a paradoxical situation, where the company that was accused by the DP of being favored by the government in public procurements, now benefits from a tender without competition from the Municipality of Kavaja, and is run by the right.
The dilemma arises, is this a coincidence, or does Fisnik Qosja disagree with the denunciations of the leaders of the party he belongs to?
