The shocking event in Shkodra, with two victims and several injured, did not prompt a reflection on the responsibility of the police, but brought a long statement "as an outraged citizen" from the Director General of the State Police, Ilir Proda.
Instead of accounting for the fact that gangs circulate armed in the city at noon, Proda chose to thank the police for their "maximum commitment" and turn his reaction into a letter of congratulations and condolences, where institutional responsibility is completely absent.
The director recalls that the perpetrator was caught, that a "criminal base" was destroyed, and that intensive work is being done, but he forgets to mention how Shkodra was allowed to fall into the hands of gangs, why crimes are repeated, and why citizens live in fear.
His statement, which ended with an invitation for citizens to cooperate with the police, sounds more like a motivational speech in a conference room than a response from a responsible institution that was supposed to secure the city. In this story, the police appear more like an indignant spectator than a guarantor of public safety.
