The Special Prosecution Office against Corruption and Organized Crime (SPAK) has officially opened the tender procedure for the purchase of "Cyber Security Systems". With a limit fund of 64,602,500 lek (about 650 thousand euros), the procedure has been announced with an open tender above the high monetary limit and the deadline for submitting bids has been set at 31 calendar days, with a development date of November 5, 2026.
The strengthening of SPAK's defense systems comes after precedents of breaches of the institution's digital security, where the e-mail of special prosecutors was targeted and an attempt was made to interfere with the e-mail of director Altin Dumani.
In connection with this incident, the Special Prosecution Office has taken the former Director General of Prisons, Agim Ismaili, to trial, who is being investigated for criminal offenses related to unauthorized computer intrusion and illegal interception of communications. Also, Arnold Rrokaj (former employee of the Inspectorate of Territorial Protection - IMT) and Zambak Gjoni (lawyer, former prison official), who are accused of being involved in the hacking and data distribution scheme, have been placed under the security measure of "prison arrest" for this matter.
Through the new investment of around 650 thousand euros, SPAK aims to establish integrated digital protection, by purchasing specialized software packages to protect against external attacks and guarantee the confidentiality of investigative files.
Data on this procedure has been made public in the new tender monitoring database in the field of ICT and digitalization by Open Procurement Albania, which now also includes tracking of public notices for contracts in classified sectors.
