
The Special Prosecution Office against Corruption and Organized Crime (SPAK) has requested the Albanian Parliament to authorize the arrest and deprivation of liberty of Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.
The request, filed on December 16, 2025 and signed by the head of SPAK, Altin Dumani, was presented in the framework of criminal proceedings no. 136 of 2025. SPAK addresses the Assembly requesting the replacement of the current personal security measures, "ban on leaving the country" and "suspension of exercising a public duty or service", with the measure of arrest in prison or house arrest.
The document states that the request is based on Articles 73, 95 and 103 of the Constitution, Articles 260, 288 and 289 of the Code of Criminal Procedure, as well as Articles 13 and 118 of the Rules of Procedure of the Assembly.
SPAK has also attached the reasoned report, relevant evidence and the order to maintain investigative secrecy and prohibit the publication of acts, in accordance with Article 288 of the Code of Criminal Procedure.
The request has been addressed to the Speaker of the Assembly, Niko Peleshi, and is expected to be reviewed by the relevant parliamentary bodies, before the matter is forwarded to the plenary session for decision-making.
