Lezha Prosecution seizes four illegally constructed and legalized buildings at "Rana e Hedhun", Shëngjin, security measures for 9 people including former officials
The Prosecutor's Office at the First Instance Court of General Jurisdiction of Lezhë, seized over four construction sites, built without a permit and legalized in violation of the law in the "Rana e Hedhun" area, Shëngjin, Lezhë and issued security measures against nine persons for the criminal offenses of 'Abuse of office' provided for by article 248 of the Criminal Code, "Illegal construction", provided for by article 199/a/3 of the Criminal Code and "Forgery of documents", provided for by articles 186/2 and 186/3 of the Criminal Code.
In the framework of a several-month investigation, related to criminal proceedings no. 135/2025, which has as its object a number of unauthorized constructions carried out in an area of national importance (defined as such by decision no. 01, dated 28.12.2020, of the National Territorial Council), in the "Rana e Hedhun" area, Shëngjin, Lezhë, the Prosecutor's Office at the First Instance Court of General Jurisdiction of Lezhë has finalized the phase of identifying the persons suspected of committing the relevant criminal offenses.
Up to this stage of the investigation, the Prosecution has submitted to the Court requests for the imposition of personal security measures against the suspects, as follows:
Citizen GM, former local director of ASHK Lezha, security measure "Arrest in prison", for the criminal offense "Abuse of office", provided for by Article 248 of the Criminal Code, committed in collaboration and more than once;
Citizen A.Sh., former head of legalizations at the ASHK Lezha, security measure "Arrest in prison", for the criminal offense "Abuse of office", provided for by Article 248 of the Criminal Code, committed in collaboration and more than once;
Citizen AM, responsible for legalizations at the ASHK Lezha, security measure "Arrest in prison", for the criminal offense "Abuse of office", provided for by Article 248 of the Criminal Code, committed in collaboration and more than once;
Citizen PT, security measure "Arrest in prison", for the criminal offenses "Illegal construction", provided for by Article 199/a/3 of the Criminal Code, committed more than once, and "Forgery of seals, stamps or forms", provided for by Article 190/2 of the Criminal Code;
Citizen LB, construction engineer, security measure "House arrest", for the criminal offense "Forgery of documents", provided for by articles 186/2 and 186/3 of the Criminal Code;
Citizen H.Xh., civil engineer, security measure "House arrest", for the criminal offense "Forgery of documents", provided for by Article 186/3 of the Criminal Code;
Citizen F.Gj., former Director of the Regional Directorate of IKMT Lezha, security measure “Prohibition of leaving the country”, for the criminal offense “Abuse of office”, provided for by Article 248 of the Criminal Code;
Citizen KM, former Director of the Regional Directorate of IKMT Lezha, security measure "Prohibition of leaving the country", for the criminal offense "Abuse of office", provided for by Article 248 of the Criminal Code;
Citizen MN, Specialist Assistant of Community Policing (SPZ) at the Shëngjin Police Station, Lezha Police Station, security measure "Suspension of exercising a public duty" and at the same time "Prohibition of leaving the country", for the criminal offense "Abuse of duty", provided for by article 248 of the Criminal Code.
The First Instance Court of General Jurisdiction in Lezha accepted the Prosecutor's Office's request with amendments only for citizens GM, A.SH and AM, for whom it has imposed the security measure "house arrest".
As part of the investigations, the Court has accepted a request for the imposition of a preventive seizure measure on four construction sites, built without a permit and legalized in violation of the law in the "Rana e Hedhun" area, Shëngjin, Lezhë.
Investigations into this matter continue with the aim of fully documenting the illegal activity and identifying any other person who may be involved in this criminal activity.
