The situation has raised serious concerns, especially due to the fact that the origin of ownership has not been made transparent.
Residents of the area, unofficially, have claimed that there have long been rumors about the construction of photovoltaic plants on these areas, which fuels suspicions that the fires may have been intentionally used to change the destination of the land and pave the way for dubious investments.
Arbri Road, a key axis connecting Dibra to the capital, is an area of strategic importance and should be under constant surveillance by state institutions. However, so far no measures have been taken to investigate the real reasons for the fires or to prevent the placement of signs signaling private ownership.
The fact that these signs were placed only a few weeks after the massive fires increases suspicions of an organized attempt for illegal profits. The relevant authorities must intervene immediately to verify the legality of any claims on this territory and to guarantee the protection of the public interest. The institutional inaction only strengthens suspicions of tolerance or tacit cooperation with individuals who seek profits at the expense of the environment.
