
Being wanted by the judiciary for corruption and benefiting from public funds. This is the case of businessman Ermal Beqiri, who, although he is under investigation for abuses with AKSHI tenders and has been accused of being a member of a structured criminal group, the High Judicial Council has awarded the tender worth 3.3 billion lek to his company.
It is about the "ENTERPRISE SERVICE BUS (ESB) system" procedure, or in simple terms, it is a system that connects all the computer programs of an institution, so that they communicate with each other automatically.

But the surprise does not only lie in the fact that the procurement was won by the company "Soft Solution and Horizon", a company under investigation by the wanted person, Ermal Beqiri, but also by the other competitor in the competition.
A total of three operators participated in this procurement, and what is striking is that one of the companies, although it expressed interest in the tender in question, offered a value of zero lek. This is an old technique of predetermined tenders, where fictitious companies are entered only to give the idea of the competition, leaving the winner free in the end.
Ironically, a competitor in the tender was also the company "Advanced Business Solutions - ABS", owned by businessman Gerond Meçe, who emerged in SPAK's investigations as having been taken hostage by Ermal Beqiri and Ergys Agasi.

In this procedure, the Meça company competed as a consortium of operators with the company “Data Log”. It seems that in this procurement too there was a “clash” between Beqiri and Meça, as the latter also filed a complaint with the Public Procurement Commission, or as it is known as the “appeal” of tenders, but the latter dismissed it.
We recall that SPAK's investigations show that Ermal Beqiri, owner of the company "Soft & Solution", has won dozens of public tenders at AKSHI, while Ergys Agasi has acted as a connecting link between business and officials of the institution, ensuring the favoring of certain companies and the elimination of competition.
One of the main pieces of evidence in the investigation is the alleged episode of hostage-taking and rape of businessman Gerond Meçe, who had filed complaints about the tender procedures of the Albanian Public Procurement Agency. According to SPAK, Meçe was taken hostage for several hours by Agasi and Beqiri, in collaboration with State Police officials, and was forced to withdraw from public competitions.
However, the paradox lies in the fact that the Supreme Court of Kosovo, an institution that should guarantee the integrity of judges and one of the highest institutions of justice, passes money from its budget into the pockets of a person who is hiding from justice.
