Luxury villas on the outskirts of Tirana, at Equos Resort, built without permits and legalized in violation of the law, apartments, large areas of land in the most expensive areas of the capital, expensive wines, bank accounts and luxury vehicles.
These are some of the assets that have been seized from the much-wanted Ergys Agasi, considered by SPAK to be the head of a criminal group that ordered the kidnapping of rivals and forced them to withdraw from tenders. Agasi is said to have benefited from millions from the companies “Soft & Solution” of Ermal Beqiri, “Fastech” of Andis Papa and “First” of Gëzim Hoxha. These companies won tenders at AKSHIT, which was run by Mirlinda Karçanaj, who is suspected of being part of Agasi’s criminal group.
"From the entirety of the investigative actions carried out, other irregular and corrupt benefits have been documented by persons related to the investigated Mirlinda Karçanaj, specifically by the investigated Ergys Agasi, who, taking advantage of his acquaintance and his close relationship with the investigated Karçanaj, has benefited from considerable monetary values from the economic operators "Soft & Solution" sh.pk, "Fastech" sh.pk and "First" sh.pk. These benefits have come as a result of the predetermination of the winning economic operators in procurement procedures developed by AKSHI, who, as a result, have made considerable payments in the form of "services", with the beneficiary being the company "EA Soution" sh.pk, owned by the investigated Ergys Agasi", SPAK emphasizes.
"The EA Solution company was created precisely to justify these credits and to cover their true purpose and nature, which in reality constitute the irregular and corrupt benefit of the investigated Ergys Agasi and Mirlinda Karçanaj, who in collaboration have created the necessary conditions for the pre-determination of the winners of these economic operators in the procurement procedures developed by AKSHI," it further states.
Expensive wines
"Edi Rama drank wine in the office worth 33 thousand euros. The wine was brought to him by the coordinator (Ergys Agasi)". This statement by Arben Ahmetaj seems to be completely true, after inspections in various environments, including at Eqous Resort.
"Regarding the documentation of other irregular benefits of the investigated Ergys Agasi, by the above economic operators, it results that from the control exercised in implementation of the execution of the prosecutor's order, for the execution of the security measure "Arrest in prison", against the person under investigation Ergys Agasi, a control was exercised in one of the apartments suspected to be owned by him, in the area of government villas, beach, Durrës. During the control exercised, in the lower area of the apartment (garage), several wooden crates were found, inside which were several bottles of wine and champagne, which were seized as material evidence. It is interesting to note the fact that on one of these boxes, an invoice like those of "Eastern Union" was found, with the description "Express Eorld Eeide DHL.. From the verifications carried out in open sources of information, it results that the company "Fast & Fresh'", is owned by citizen Andis Papa. Also, from the verifications in the "Asycuda Eeorld" system of the General Directorate of Customs, it results that the entity "Fast& Fresh" has imported considerable quantities of alcoholic beverages, specifically red wine, in high monetary values. Through the review of the "Asycuda Eeorld" system, it has been documented that this entity has imported these products for the period October 2024 - November 2025 in the total value of 1 130 265 EUR and for the period November 2024 - December 2025 this entity has invoiced purchases to "Fastech" shpk and "Soft & Solution" shpk in the amount of 94 423 883 ALL", SPAK emphasizes.
This circumstance also coincides with the control carried out in the premises of “Equos Resort”, specifically in the apartment of the suspect Ergys Agasi, during which, in the lower area of the villa, a large number of alcoholic beverages (red wine) were found, which are similar to those identified from the inspection of customs practices on behalf of the subject “Fast & Fresh”, owned by citizen Andis Papa.
“The suspicions that these products were paid for and ordered on behalf of the suspect Ergys Agasi, are also confirmed by the explanations of the suspect Andis Papa, who explained that: “…I am a partner in the Fast & Fresh company which was established in 2017. I opened it with my desire to open a greenhouse and produce organic products. Then we dealt with sales and purchases and with vegetable production, etc. Then we opened a market and business continued normally. We have also dealt with the import of expensive wines, which were mainly orders from citizen Arjola Kormani…”, SPAK emphasizes.
Papas stated that: “I want to clarify that around 2023, I was asked by citizen Arjola Koromani, as a representative of the Soft & Solution company, to import some wines since the Fast & Fresh company could carry it out as a procedure. The orders were always made directly by citizen Arjola Koromani, and even the invoice that she made available to me has the name Arjola on it, since she made the orders directly but in the name of the Fast & Fresh company. Payments for these products were made in this form, so she made the order, I received the invoice from the seller and I made the payment by bank through Union Bank. Then, Arjola paid for the wines depending on liquidity, there were also cases that the money came from the Soft & Solution company, in advance, by bank and then we switched to cash payments. When she couldn't afford it, she would also bring cash, in the form of an advance. I also want to clarify that we have not sold wines to the Soft & Solution company at a profit, but always at the price I bought them for, this fact also due to the cooperation and acquaintance with Ermal Beqiri.
In view of the above, it is reasoned that the value of 94,423,883 ALL (alcoholic beverages) will constitute an irregular and corrupt benefit of the investigated Ergys Agasi who, in cooperation with the Karçanaj investigator, enabled the announcement of the winners of the economic operators Soft & Solution shpk; Fastech shpk; First shpk as well as other companies related to them.
