The show "Në Shënjestër" has published details from the SPAK file regarding the Vlora Airport concession, which highlights several possible violations in the tender procedure.
According to the material, the contract was negotiated directly between the government and the three companies, without real competition. One of the main problems is related to the fact that one of the operators, the company "2A Group", had not signed the authorization for representation in the temporary merger of operators.
Another important element is that the concession contract was announced in March 2021, while the concession company "Vlora International Airport" was officially registered only on May 17, 2021, after the agreement was concluded.
According to SPAK, other violations have also been found:
Lack of financial documentation from participating companies;
Failure to declare the ownership structure up to the ultimate beneficiaries;
Failure to meet the technical criteria required in the tender.
Despite these shortcomings, the merger of the companies “Mabco Construction”, “2A Group” and “YDA Group” was declared the winner.
The investigations have led to the indictment of 7 officials of the Ministry of Infrastructure for the criminal offense of "violation of equality in tenders".
SPAK is expected to determine whether there is legal responsibility for higher levels of decision-making regarding this process.
