Several months of SPAK investigations revealed 3 assets that Mirlinda Karçanaj allegedly received as bribes due to her position as director of AKSHI, although she had tried to camouflage them in various ways. But prosecutors, while seizing dozens of documents, notarial contracts, and questioning people close to Karçanaj, discovered that the assets belonged to her.
"Regarding the illegal income obtained in a corrupt manner by the investigated Mirlinda Karçanaj, there are reasonable suspicions based on evidence, which, analyzed in harmony with each other, lead to the belief that she has indirectly benefited from Arjola Koromani (through Daniel Shimë) the amount of 200 thousand euros. In some cases, she has received wine boxes filled with 100, 200, 500 euro banknotes and has benefited from other persons related to citizens Ermal Beqiri and Ergys Agasi, where we mention the purchase of 3 real estate properties, two in Tirana and one in Qerret, with the aim of favoring Soft&Solution or other companies. All this based on the prosecution procedures developed by the institution she headed; the National Agency for the Information Society," the documents state.
The first fortune
According to SPAK regarding an apartment on Dervish Hima Street in Tirana where Karçanaj lived on rent, it turns out that citizen G. Osmënaj sold this property to the company “Fortis Beton CO” with sole partner citizen Orest Sota, one of Ergys Agas’s close associates. The apartment with an area of 203.3 square meters, according to documents, turns out to have been purchased for 370 thousand euros. After the purchase, Orest Sota’s “Fortis Beton CO” signed a lease agreement with Mirlinda Karçanaj.
Orest Sota turns out to be a close social connection of Ergys Agasi - says SPAK - and they are also connected by common financial interests.
"This data is based on the examination of film footage of the office premises of citizen Ergys Agasi, which documents the close connection and relationship between the investigated Agasi and Orest Sota.
When questioned by SPAK, Orest Sota stated that "he bought the apartment from citizen G. Osmënaj. I have known his son since I was little, as we were at school together. I have been going to this apartment since I was little, which I bought for my own needs". He then explained that it was Ergys Agasi who asked him to find him an apartment to rent. "I tell him that I have my own apartment. I rented the apartment that you are asking me about above, which according to the contract, Mirlinda Karçanaj took and lived in", Sota recounts.
Regarding the value of the apartment's rent and his acquaintance with Mirlinda Karçanaj, Orest Sota explained that: "I set this value as a minimum value to honor citizen Ergys Agasi for society. Sota denied having any acquaintance with Karçanaj. In addition to this testimony, there was also the confession of Karçanaj's driver that connected the former senior official with this property.
"Since 2019, she has lived in a house opposite the Bank of Albania on Kavaja Street. She moved to a rental near the Air Albania Stadium, it must have been the beginning of January 2025 when I started taking her by car to her new house at the stadium."
SPAK says that the contract that Karçanaj signed with Sota's company is fictitious and was carried out in violation of the law, with the aim of concealing the fact that this apartment was purchased with the sole purpose of being used by the investigated person.
Second estate
SPAK claims that Karçanaj also owns an apartment on Kavaja Street. Investigations show that the apartment was purchased for 73,380 euros from Rafael Bistri. The seller was B. Lika. The contract between them was concluded in 2017. Rafael Bistri turns out that on the same date, specifically on March 7, 2017, he concluded two loan contracts with the companies "Forensic Lab" and "Fast Tech" of Andis Papa. The amount of the loans was 80 thousand euros. In 2018, this apartment was purchased by the sister of Daniel Shimë, the former director of AKSHI, who in 2025 mysteriously disappeared for 10 hours.
A year later, Shimë's sister sells the apartment to Mirlinda Karçanaj's mother for 50,000 euros. The sale price was about 3 million new lekë cheaper than the original purchase price.
"The investigations show that the real value of the transaction carried out for the purchase of this apartment is around 60 thousand euros and not what was declared in the notarial acts, where the value of 80 thousand euros was paid in cash by Mirlinda Karçanaj with proceeds derived from criminal activity," says SPAK.
The third estate
SPAK says that Karçanaj is the actual owner of a duplex apartment in Qerret i Kavajës. Referring to the data, it turns out that this property was purchased in 2023 by Ram Basha. The selling party is Enxhiana Alimeta, an employee of Ermal Beqiri's company "SOFT&Solution".
Basha said that citizen S. P had lent him the money and he had deposited it in the bank. But he did not know the seller and had never been to Durrës or Qerret.
But Karçanaj's driver, Florjan Bylyku, admitted to investigators that Karçanaj had lived in this apartment until 2025. He said that he had also made administration payments on her behalf.
SPAK says the property in question is the product of the criminal offense of corruption committed by investigator Mirlinda Karçanaj as a result of her actions in her capacity as the head of AKSHI. Karçanaj is being investigated as part of a criminal group led by fugitive businessmen Ergys Agasi and Ermal Beqiri, whose companies earned millions of euros from AKSHI.
