
The case of the sensational hacking of the computer systems of the Special Prosecution Office (SPAK) has reached the doors of the Constitutional Court. Former prison official Zambak Gjoni, arrested as part of a "structured criminal group", has appealed the decisions of lower courts that have kept him in prison since March of last year.
According to the latest data, Gjoni is seeking the annulment of the decision of the Supreme Court, which rejected his appeal against the security measure "prison arrest". The lawsuit in the Constitutional Court, which has Judge Ilir Toska as rapporteur, claims that his detention in solitary confinement is contrary to the Constitution of the Republic of Albania.
Zambak Gjoni was arrested in March 2025 along with Arnold Rrokaj, on charges of having unauthorizedly interfered with the emails of three SPAK prosecutors: Behar Dibra, Enkeleida Millonai and Elida Kaçkini.
According to SPAK investigations:
Arnold Rrokaj is suspected of having technically executed the intervention.
Zambak Gjoni is accused of having received the stolen information and distributed it to third parties, including the former head of Prisons, Agim Ismaili.
The group's goal was suspected of obtaining data on sensitive investigative files.
Just a few days ago, on March 6, 2026, the Special Court (GJKKO) decided to transfer the case file to trial. While Agim Ismaili will face justice at large, Gjoni and Rrokaj remain in prison, now awaiting the final word of the Constitutional Court on the legality of their stay behind bars.
