
SPAK sends Safet Bajri, considered the strongman of Shkodra, Behar Bajri, Astmer Balali and Safet's former partner, Eria Agon, for trial. They are accused of the execution of Fatbardh Lici, the uncle of Ibrahim Lici, a sworn opponent of the Bajri clan.
Circumstances of the event
The Special Prosecution, based on the investigative acts sent for incompetence by the Prosecutor's Office at the First Instance Court for Serious Crimes, has registered criminal proceedings no. 112 of 2019 regarding the criminal offenses, "Premeditated murder" committed in collaboration", "Kidnapping or holding a person hostage", committed in collaboration, "Illegal possession of weapons, explosives and ammunition" and "Structured criminal group".
The investigations within the framework of this proceeding are related to several criminal events that occurred in the city of Shkodra in 2018. From the totality of the evidence collected, it is proven that there were early conflicts between the defendants and the Lici family, mainly related to the control of the territory of the city of Shkodra, accompanied by criminal events.
After the murder of citizens Boran Bërcana and his wife, Silvi Ndoci (known to the defendants) in July 2018, in Shkodra, defendant Behar Brajović attributed this murder to citizen Ibrahim Lici, the nephew of citizen Fatbardh Lici.
In the context of these events, the defendant Behar Brajović, in special collaboration with the defendants Safet Rustemi and Astmer Bilali, organized and killed on 10.8.2018, in Shkodra, the citizen Fatbardh Lici, the uncle of the citizen, Ibrahim Lici. The direct executor was the defendant Astmer Bilali.
Defendants Safet Rustemi and Astmer Bilali used a stolen vehicle, a gray Benz with license plates AA 760FX, which turned out to be stolen. They approached the place where the rented bar of the citizen, Sokol Lici, was located, where every day at almost the same time, his brother, the victim Fatbardh Lici, Ibrahim's uncle, went and drank coffee. The victim was sitting outside the bar and after the vehicle approached him, the defendant Astmer Bilali got out of the passenger door and shot him with a gun, leaving him dead.
The vehicle then drove towards the Dobraç area, entered one of the turns where the defendant Safet Rustemi's apartment was located, and then turned around and drove away. The vehicle was burned in the Dobraç area. After the individuals committed the murder, the defendant Safet Rustemi stayed in Shkodër, while the defendant Astmer Bilali immediately left for Tirana, together with the defendant Eria Ago, who appears to have supported the perpetrators after the murder.
