
The Public Procurement Agency announced that public institutions must be equipped with transaction numbers for procurement procedures. The reason is the malfunction of the Albanian Financial Management Information System (AFMIS).
The maintenance procedure has remained hostage to procurement procedures since July of last year. The brief announcement from the Public Procurement Agency states that this practice that institutions must follow is related to an order dated February 4.
"All budgetary Contracting Authorities/Entities that must be provided with a transaction number from the treasury branch for the development of procurement procedures are hereby notified that: Referring to Order No. 18 Prot., dated 04.02.2026 "On the continuation of the state budget execution process for 2026, in the conditions of the non-functioning of the Afmis System", of the Ministry of Finance, contracting authorities/entities must request at the email address [email protected], the removal of the integration with AFMIS in order to continue the further steps of the procedure," the announcement states.
AFMIS tender still not finalized
Recently, the institutions' information systems are showing significant weaknesses related to the fact that their maintenance contracts are not being finalized, even those related to internet service.
The tender "Maintenance of the Financial Management Information System (AFMIS) - For the Ministry of Finance" was opened in mid-July last year with a limit fund of around 1.7 million euros.
But as has happened with other NAKSHI procedures, this tender has also gone through a series of appeals, with the most recent decision by the Public Procurement Commission on January 27 rejecting the appeal. It is still not clear what happened with the procedure and what stage it is in.
The same remains true for other procedures related to IT systems that have been dragging on for some time between complaints and suspensions at the KPP and that sometimes the authorities have been given the "ok" to continue and sometimes they have been returned for review or reassessment. /Monitor.al/
