The Center for Educational Services' report for the 2024–2025 academic year shows that over 21,000 students have begun their studies, while a significant portion of the offered quotas has remained unfilled, due to demographic decline.
For this academic year, a total of 32,177 quotas have been offered, of which 20,054 in public institutions and 12,123 in non-public institutions. The total number of students enrolled was 21,466, including 13,872 in public universities and 7,674 in private institutions. This indicator shows that about 66.9% of the quotas have been filled, with public institutions reaching a filling level of about 69%, while non-public institutions reached about 63%, leaving a significant portion of the places empty.
The universities with the highest student participation include the University of Tirana, the “Aleksandër Moisiu” University of Durrës, the University of Medicine, the Polytechnic of Tirana, and the “Aleksandër Xhuvani” University of Elbasan.
In terms of gender, females account for about 59% of registered students, while males account for 41%, indicating a continued dominance of girls in higher education. Compared to the academic year 2023–2024, total enrollments have marked a slight increase, although a small decrease is noted in the public sector, while private institutions have registered stabilization or moderate growth. According to the report, females who enroll in higher education institutions have higher average grades than males.
The report also highlights the admission criteria, where the minimum grade for most programs is 6.5, for teaching programs 7.5, and for foreign languages 7.0.
Overall, the document shows that the Albanian university system for 2024–2025 continues to face the challenges of unfilled quotas, the impact of demographic decline, and competition between institutions, while women remain the dominant group in enrollments and public universities continue to hold the main weight of students.
