The true extent of construction permits is "hidden"

The Municipality of Tirana has issued 250 thousand square meters of building permits in the third quarter of this year.

This area constitutes 71% of the total permits issued by Municipalities in the country for the same period, according to data published today by INSTAT.

However, INSTAT, which published the data, announced that the publication of statistics on construction permits is currently based only on data provided by municipalities, which are the main authorities for issuing and reporting these permits.

However, DCM No. 408, dated 13.5.2015 “On the approval of the territorial development regulation”, as amended*, stipulates that the process of approving construction permits also includes other responsible institutions, in addition to municipalities.

Given that there is still no standardized and complete reporting from all these entities to INSTAT, the data published for the third quarter are based only on municipal sources.

Data published in the third quarter of 2025 cannot be compared with data from the third quarter of 2024.

INSTAT is working to ensure that all responsible institutions are included in a unified manner in the statistical reporting process.

In the third quarter of 2024, a record total of 685 thousand square meters of building permits were issued in Tirana.

For the entire year 2024, the area granted for permits in the capital was around 1.9 million square meters.

In recent years, the National Territorial Council, which is the main institution that grants permits for large projects and multi-story buildings, has granted numerous permits, both for skyscrapers in the capital and tourist resorts on the coast.

This data appears to be kept "secret" and it will take time to understand the real situation with construction in the country.

In the last KKT meetings alone this year, at least 16 construction permits have been granted for towers in Tirana, which are higher than 20 floors, which are not reflected in INSTAT data.

According to INSTAT, in the third quarter of 2025, 289 construction permits for new buildings were approved.

The total area anticipated for construction in this quarter is 350,603 m².

The approximate value of the approved projects (which includes both buildings and engineering works) amounted to 15.9 billion lek.

Residential construction accounts for the majority of new permits, with 231 permits and a construction area of ​​273,190 m².

Non-residential buildings (such as hotels, commercial and industrial buildings) occupy the rest with 58 building permits and 77,413 m² of surface area.

The Tirana region holds the main weight with 93 new building permits and a construction area of ​​252,026 m².

An increase in the value of construction projects was recorded in the regions of Elbasan, Kukës and Dibër. /Monitor.al/
