A scandal of concealing the financial data of the Albanian state has come to light from INSTAT's Annual Report for 2025. The document, obtained by VNA, admits that the institutions have kept the most critical data on public finances hidden and sealed as "non-publishable" , raising serious suspicions of manipulation of economic indicators before international partners.
According to the report, Albania was forced to send Government Finance Statistics (GFS) data to Eurostat with the label "non-publishable", a move that raised "serious transparency concerns" on the part of the European Union. Only in October 2025, under the pressure of integration and the closing milestones of Chapter 18, were the institutions forced to change their status to "for publication".
What was the government hiding in the Excessive Deficit Procedure (EDP) announcement tables for the period 2021-2024? Why were the true debt and deficit figures kept secret from the public?
Moreover, the report demonstrates the state's failure in key sectors: the Agricultural Census has been postponed again, social protection data were not published on time, while the National Agency for Natural Resources (AKBN) failed to publish the quarterly energy balance at the height of the debates on the energy crisis, with the banal justification of "staff movements". Meanwhile, public trust in the institution has declined and information meetings with citizens and the media have been drastically cut.

Their status was changed to "for publication" only in October 2025.

Mbyllja e institucionit ndaj publikut dhe medias: Transparenca ka pësuar një goditje të rëndë. Numri i takimeve konsultative dhe informuese me përdoruesit e statistikave ka pësuar një rënie dramatike nga 78 takime në vitin 2023, në vetëm 8 takime në vitin 2025. Institucioni ka ulur me pothuajse 90% komunikimin e hapur, duke u mbyllur në guaskë sekrete.
Zvarritja e censit të bujqësisë: Ky proces jetik për ekonominë rurale dhe fermerët është shtyrë zyrtarisht për vitin 2026. Raporti zbulon se projektligji ende "pret të miratohet" nga Kuvendi, ndërsa platformat elektronike të grumbullimit të të dhënave janë ende në fazë testimi.
Ky raport nuk është thjesht një përmbledhje shifrash, por një dëshmi zyrtare se si administrata publike ka dështuar në garantimin e transparencës, duke i fshehur të dhënat e borxhit dhe deficitit publikut shqiptar dhe partnerëve ndërkombëtarë deri në momentin e fundit.
