A fierce public debate has erupted between Albanian Prime Minister Edi Rama and the international press freedom organization Reporters Without Borders (RSF). The cause is the World Press Freedom Index, the findings of which have been strongly contested by the Albanian head of government, prompting a sharp reaction from the Paris-based organization.
The clash began after Prime Minister Rama published a lengthy response defending the idea that empirical data and tools based on artificial intelligence show a different reality than the one reflected by the RSF index.
Edi Rama: "You are presented with well-verified data, which shows that Albania is 33 percentage points below the threshold usually associated with 'captured' media systems, and yet you believe that this does not matter at all? [...] Getting closer to the truth is more important than clinging to conclusions that may deserve reconsideration."
The Prime Minister invited the organization and its local partners to a roundtable to discuss the methodology, encouraging them to “not ignore empirical evidence simply because it leads to a different conclusion.”
Reporters Without Borders' response was direct and dismissive of attempts to challenge the methodology of their global index. Through an official statement, RSF urged the Albanian head of the executive branch to focus on domestic reforms rather than attacking their findings.

Why is Rama targeting international journalist associations?
This clash is not an isolated incident, but part of a broader communication and political strategy that Prime Minister Rama has pursued over the years towards foreign organizations and monitoring reports. There are several main reasons why the government chooses to directly target organizations like RSF:
- Indexes like those of RSF or Freedom House are reference points for officials in Brussels and Washington when assessing the political criteria for Albania's membership in the European Union. A negative ranking in these indices damages Albania's image as a functioning democracy and can be used as an argument by EU-skeptical countries to slow down the integration process. By challenging the very "methodology" of the reports, Rama is trying to undermine their political weight before international partners.

When RSF talks about "chronic problems" (such as the concentration of media ownership in the hands of a few oligarchs, the financial insecurity of journalists, and verbal attacks), the government finds it difficult to counter these facts with concrete cases. Therefore, the debate shifts from tangible terrain (e.g., the working conditions of journalists in Albania) to technical and academic terrain: numbers, percentages, artificial intelligence algorithms, and scientific measurements. This makes the debate more abstract for the general public and dampens direct criticism.

In his response, Rama mentions artificial intelligence tools and “empirical evidence.” This is done to build a contrast: the government is positioned as modern, based on 21st century technological data, while international organizations are portrayed as bureaucratic, rigid, and influenced by the subjective perceptions of “local partners” (who are often seen by the government as part of the political opposition).
4. Confronting foreign organizations often works well with the electoral base at home. By presenting himself as a leader who does not accept unfair "lectures" from foreigners and who demands equal debate "around a round table," Rama feeds the narrative of a sovereign leader who defends Albania's progress against what he sees as international prejudice or superficiality.
While the Prime Minister calls for a debate on the measurement methodology, RSF insists on changing the reality on the ground. This clash shows the huge gap between how the government wants to be seen through statistics and how the journalist community experiences press freedom in its daily life.
