
According to documents obtained by VNA, the Central Election Commission (CEC) has officially launched the integrity verification procedures for the new members of the Government Cabinet. Through an official letter dated March 10, 2026, the State Election Commissioner, Ilirjan Celibashi, has requested the new Minister of Infrastructure and Energy, Mr. Enea Karakaçi, to submit the Self-Declaration Form.
This request comes in implementation of the "Decriminalization Law" which aims to guarantee the integrity of persons who exercise high public functions.
In the letter addressed to Mr. Karakaçi, the CEC clarifies that the function of minister is subject to this law, especially for those members of the Council of Ministers who do not have a mandate as a deputy and have not previously submitted this form.
Deadline: The Minister has 10 days from receipt of the notification to submit the form to the CEC.
VNA learns that a similar letter has been sent to the new Minister of Defense, Mr. Ermal Nufi, reflecting a wave of verifications for new appointments in the executive branch.
The shadow of SPAK's investigations into Karakaç
Beyond the standard CEC procedure, the name of Enea Karakaç is not unknown to the justice authorities. Karakaç has been subject to checks by the Special Prosecution Office (SPAK).
These checks are related to his previous positions in the energy sector, where SPAK investigators have requested documentation and conducted verifications on the procedures followed in this department. Although he currently holds the position of Minister of Infrastructure and Energy, submitting the self-declaration form will be another legal "test", where he must declare any confrontation with justice, domestically or abroad.
