
The Constitutional Court of Albania has decided to accept the request of 1/5 of the deputies of the Assembly to repeal the decision that amended the Assembly's regulations regarding permanent parliamentary committees.
According to the decision, the Constitutional Court found violations in the expedited procedure followed for the approval of the amendments, as well as problems in the manner of calling and holding meetings.
Three days after its constitution, the Assembly approved with 79 votes in favor the changes to the regulations, increasing the number of permanent parliamentary committees from 8 to 11.
The opposition sent the case to the Constitutional Court, arguing that the approval process lasted only an hour and that MPs were not given the opportunity to present their proposals or amendments.
On the other hand, the Assembly claimed that, in the conditions of emergency, the regulation was implemented to the extent possible and that the procedure followed was in accordance with the situation created.
The Constitutional Court's decision is expected to have a direct impact on the functioning of parliamentary committees and on the practice followed for future amendments to the Assembly's rules of procedure.
