The head of the Special Structure Against Corruption and Organized Crime (SPAK), Altin Dumani, has spoken publicly for the first time about the need to review the length of the mandate of the head of this institution. In an interview for RTSH, Dumani called the current 3-year mandate “too short a time” for the full implementation of the leadership vision.
Proposal for a 4 or 5-year term
Supporting the constitutional decision not to re-elect the head of SPAK, Dumani proposed that the first and only mandate be extended.
Dumani's position: "In my opinion, it is right that the Constitution stipulates that there should be no re-election. But I would like the mandate to be 4 or 5 years, without the right to re-election. The 3-year mandate is a very short time. A longer mandate provides more opportunities to implement the vision and objectives."
He added that he personally has not requested, either publicly or in writing, the possibility of re-election, as he believes that "one mandate is sufficient" to carry out the task.
Another concern raised by the head of SPAK is related to the fate of the institution's 11 prosecutors, whose mandate ends in 2028.
"I have also raised in the Assembly the problem of the end of the mandate of 11 prosecutors in 2028. They have invested 9 years in establishing this institution. We do not have the luxury of removing them from the special prosecution," warned Dumani.
He explained that the law provides for their return to their previous place of work (as he himself will return to the Tirana Appellate Prosecutor's Office), but stressed the importance of maintaining their expertise at SPAK.
Focus on files, not politics
Regarding the prosecution of sensational files, Dumani stressed that SPAK's decisions are outside of political agendas. "I do not comment on political statements that are made... We do not have a political agenda, but we base ourselves on evidence," he said.
He stated that, even after the end of his mandate as director, he will return to his work as a prosecutor at SPAK, focusing intensively on continuing the investigations of the files he is currently in charge of.
