From 2013 to 2026, in 13 years in power, the Socialist Party has so far replaced eight directors general of the State Police. None of them has completed their full 5-year mandate. In most cases, the departures have been accompanied by clashes between interior ministers and directors general, mainly over control over appointments and the police blue structure.
The first clash began between Saimir Tahiri and Hysni Burgaj. The newly arrived minister was looking for a new spirit, while Burgaj was an elected director during the Democratic Party era and against whom Saimir Tahiri had made several public appearances from the Socialist Party headquarters. After a few months, Hysni Burgaj resigned, giving Saimir Tahiri, the longest-serving Minister of Interior, the opportunity to appoint the director he wanted.
Artan Didi was appointed head of the State Police. The Democratic Party accused Tahiri that the new director did not meet the legal criteria, as he did not have the criterion of 15 years without separation in the blue uniform structures. This did not prevent Prime Minister Edi Rama from approving Saimir Tahiri's proposal in the government. Artan Didi was one of Saimir Tahiri's confidants and there was no clash between the two. But he did not stay long at the head of the State Police. He was appointed in November 2013 and resigned in March 2015. The reason was the concealment of an international arrest warrant for Bardhok Planaj.
After Didi left, taking the cost of the arrest warrant for Bardhok Planaj, but also the success of the intervention in Lazarat on June 16, 2014, a new name was spotted there by Saimir Tahiri. Haki Çako, at the time of the intervention in Lazarat, was the director of the Gjirokastër District Police. To keep in mind the success of the operation in the notorious village, Saimir Tahiri appointed Haki Çako as General Director on April 16, 2015.
Saimir Tahiri left his position as minister in 2017 and did not return to office in September. He was replaced by Fatmir Xhafaj. After Xhafaj held police leaders responsible for the cannabisization of the country in several public appearances, he launched a campaign to dismiss them using Haki Çako's signature. But, despite Çako's persuasion, Xhafaj wanted a loyal person at the head of the police. Knowing that there was some kind of communication between the prime minister and the police director, he launched an attack on Haki Çako and his removal in public appearances.
Më 8 janar 2018, Haki Çako u shkarkua dhe vendin e tij e mori Ardi Veliu, rreth një muaj pas shkarkimit të Çakos. Teksa Fatmir Xhafaj iku, Ardi Veliu mbijetoi. Zërat thoshin se edhe ai kishte një lloj komunikimi me kryeministrin Rama. Pas Xhafajt erdhi Sandër Lleshaj, i cili nuk kishte asnjë akses real në vendimet e Ardi Veliut. Veliu vendoste vetë dhe ministri ishte thuajse i anashkaluar. Pas vrasjes së Klodian Rashës, kur protestat masive pushtuan Tiranën, kryeministri Rama bëri kurban Sandër Lleshajn, i cili dha dorëheqjen.
Vendin e Sandër Lleshajt e mori një nga njerëzit e afërt të kryeministrit, Bledi Çuçi. Këtu erdhi edhe shkarkimi i Ardi Veliut. Pas përplasjeve me Bledi Çuçin, më 5 tetor 2021, pas një letre dorëheqjeje që u bë virale për shkak të gabimeve drejtshkrimore, Ardi Veliu u largua nga posti i drejtorit të përgjithshëm. Gledis Nano u bë pasuesi i Veliut, por emërimi i tij nuk e kapi dot vitin. Pas 10 muajsh ai u shkarkua dhe vendin e tij e zuri Muhamet Rrumbullaku.
Nga shtatori 2022 deri në shtator 2024, Rrumbullaku drejtoi Policinë e Shtetit. Ai dha dorëheqjen në momentin kur ligji i ri për Policinë e Shtetit parashikonte që drejtori i përgjithshëm do të zgjidhej me procedurë konkurrimi.
Konkursi nxori fitues Ilir Prodën, në atë kohë drejtor i Policisë së Qarkut Elbasan. Proda, ashtu si një pjesë e drejtorëve të tjerë, pati përplasje të forta me ministrin Ervin Hoxha. Përplasje që, sipas burimeve, kishin mbërritur deri te kryeministri Edi Rama. Por pas zgjedhjeve të vitit 2025, Proda doli fitues, pasi Ervin Hoxha nuk u rikonfirmua ministër i Brendshëm, megjithëse opozita e akuzonte si të lidhur me krimin dhe pretendonte se ishte emëruar në atë post nga Suel Çela dhe Ergys Agasi.
Albana Koçiu u bë ministre e Brendshme, por me devizën e vendosur nga kryeministri: “Me policinë nuk ke punë, merru me adresat”. Proda kishte pushtet absolut në emërime dhe në të gjithë strukturën e Policisë së Shtetit. Pas protestave të shumta të opozitës dhe pasi vila e ish-diktatorit Enver Hoxha u godit me molotov, Ilir Proda u shkarkua. Ndërkohë Albana Koçiu u largua dhe vendin e saj e zuri Besfort Lamallari.
Drejtor i Policisë u zgjodh Skender Hita, që më parë ishte drejtor i qarkut të Fierit, zonë e cila drejtohej politikisht nga Belinda Balluku. Sipas opozitës, Hita u emërua si shpërblim për zgjedhjet në Fier. Pozicioni i tij dukej i qetë dhe i fortë deri në momentin e shkarkimit të Besfort Lamallarit.
Shkarkimi i Lamallarit u lexua edhe si një goditje e kryeministrit Edi Rama ndaj klanit të ish-zëvendëskryeministres Belinda Balluku. Ervin Demo, me sa duket, ka nisur herët përplasjen me kreun e Policisë së Shtetit, si për të treguar se nuk do të jetë si Lamallari.

But yesterday's murder in Saranda of Artan Myrtaj seems to have sparked another clash between the socialist Interior Ministers and the Police Director.
In a public appearance, Ervin Demo demanded the dismissal of the entire chain of command of the Saranda Police Station. A few minutes later, as a counter-response to show that "I decide here", Skender Hita issued a statement to the media announcing the launch of a reassessment of the police station's performance, but did not announce the dismissal of its leaders.
Now it remains to be seen how long it will last and who will win in this new clash between Ervin Demos and Skender Hitë.
