SPAK completed the investigations and sent the criminal file against a lawyer for illegal influence over justice system officials to the GJKKO for trial. The defendant was also the woman who sought to escape the accusation.
Bardhi Koçi, a lawyer, was charged with "Exercising unlawful influence over persons exercising public functions" (three episodes), while Pranvera Meshi was charged with the criminal offense of "Exercising unlawful influence over persons exercising public functions".
The Special Prosecution Office, on 27.08.2021, based on the acts sent by the Judicial Police, registered criminal proceedings no. 229 for the criminal offenses "Exercising illegal influence over persons exercising public functions" and "Abuse of office".
Following the investigations into this criminal proceeding, through the application of special investigation methods, the commission of the criminal offense "Exercising illegal influence over persons exercising public functions", provided for by Article 245/1, paragraphs 2 and 4 of the Criminal Code, committed by citizens Pranvera Meshi and Bardhi Koçi, has been documented.
The investigations show that Pranvera Meshi, at the time of the commission of the criminal offense, was being tried at the First Instance Court of General Jurisdiction of Tirana, accused of the criminal offense of "Forgery of health documents".
Bardhi Koçi, a lawyer by profession (who at the time of the commission of the criminal offenses was employed as an Auditor at the Supreme State Audit Office), requested from citizen Pranvera Meshi the amount of 1500 (one thousand five hundred) euros and received from her, in the form of an irregular benefit, the preliminary amount of 1000 (one thousand) euros, with the aim of influencing the decision-making of the judge who was examining the case in her charge.
Citizen Bardhi Koçi has requested from citizen AM the amount of 1300 (one thousand three hundred) euros in order to exert influence on two officials of the justice system, to accelerate the court session for the determination of a personal security measure against citizen NM, arrested for the criminal offense of "Irregular driving", provided for by article 291 of the Criminal Code.
Also, citizen Bardhi Koçi received irregular benefits from citizen RG, with the aim of exerting influence on the experts of the Institute of Scientific Police. This influence had to do with the issuance of a chemical expertise act for a quantity of narcotic substance, which was seized from citizen BG, suspected of the criminal offense of “Irregular driving”, provided for by article 291 of the Criminal Code.
The Special Prosecution Office against Corruption and Organized Crime has documented two more episodes of the commission of the criminal offense "Exercising illegal influence over persons exercising public functions", provided for by Article 245/1 paragraph 4 of the Criminal Code, by citizen Bardhi Koçi, and is continuing investigations to document the circumstances and other facts that have emerged from the investigations conducted in connection with this criminal proceeding.
