The Tirana Prosecutor's Office has completed the investigation and sent the former president and vice-president of the Order of Dentists to trial for three serious criminal offenses. They are accused of theft by abuse of office, abuse of duty and actions contrary to the court's decision. According to the investigation, public funds were misused, family members were employed and financial decisions were made contrary to the law. Both are subject to criminal proceedings initiated after a report of misuse of funds.

The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, completed the investigations and sent citizens ND and AG to trial for the criminal offenses of 'Theft committed by abuse of office', 'Abuse of office' and 'Actions in contradiction with the court's decision' provided for by articles 135, 248 and 321 of the Criminal Code.
At the conclusion of the investigation of criminal proceedings no. 1218, year 2025, it resulted that this citizen, denounced by citizen AG in the Economic and Financial Crime Investigation Section for embezzlement of funds, acted contrary to the law by increasing the budget of the 'Order of Dentists' from year to year for personal gain.
The citizen in question, in his capacity as President of the Order of Dentists, allowed the employment of people without criteria, his family members, with the aim of manipulating the decision-making of the National Council from 2016. Despite being found guilty, he took active actions in abusing his position to further concentrate powers in his hands by exploiting the structures of the USSH.
During the exercise of his activity, citizen ND has committed acts by paying and misusing the funds of the Dentist's Order, without the respective justifications, and in certain cases has alienated funds in the form of fictitious tickets or payments in favor of his family members or third parties, becoming subject to the criminal offenses of "Theft committed by abuse of office", "Abuse of office" and "Actions in violation of the court's decision", provided for by articles 135, 248 and 321 of the Criminal Code.
The investigation also revealed that citizen AG acted in violation of the law, as she did not have the necessary qualifications to make financial decisions for the 2024 budget. She decided to authorize the implementation of the interim budget for a certain period of time. Citizen AG was appointed as Vice President of the USSH in violation of the decision of the First Instance Administrative Court no. 1537, dated 07.02.2020, where the Order of the Dentist of Albania was under security measure. This citizen has authorized the implementation of the temporary budget for a period starting from the first day of the budget year until the end of its third month, where the expenses should not exceed 1/12 of the actual expenses of the program financed by the budget in the previous budget year, and has authorized the continuation of the temporary budget, becoming subject to the criminal offenses of "Abuse of office" and "Actions in violation of a court decision" provided for in Articles 248 and 321 of the Criminal Code.
