
The GJKKO has decided to pass on to trial the file against the mayor of Shkodra, Benet Beci, accused of violating equality in tenders, in collaboration with six other people.
The abuse, allegedly committed during the time Beci was KESH administrator, involves preparing an unfair advantage for a company in the 700 million lek tender, in coordination with Jonid Kazani, Edlira Mitrushi, Yllka Nishku, Adela Ruko, Rudin Gjoni and Premtim Dauti.
The file, opened in 2024 by the National Bureau of Investigation, was based on information obtained from the phones of the former director of ARRSH, Evis Berberi, involved in other tender cases.
SPAK accuses Beci and members of the evaluation committee and procurement unit of legal violations that include determining the fund limit, drafting the terms of reference, tender documentation criteria, and evaluating bids.
