A drug parcel became the main cause for the murder with two pistol bullets of Piro Prroni, in the village of Abat in the administrative unit of Shkodra.
The murder was committed by the headman of the village of Abat, Ndoc Macaj, who later surrendered to police structures with the mediation of the Director of the Shkodra District.
Ora News has learned that Macaj has admitted to the crime, but has argued that he committed such an act in self-defense, as the victim Piro Prroni was attacking him with a machete he had with him and a knife.
Everything happened for the cultivation of some drug roots in the area called "Pushime", land that belongs to the perpetrator of the crime, Ndoc Macaj, who also happens to be the village headman.
After the investigations conducted to solve the murder, the police also discovered the drug parcel, destroying all the roots with fire. While 5 of them were seized as material evidence for laboratory examination.
In his full testimony, the perpetrator, among other things, explained that:
"...I have been the headman of the village of Abat for two years. Since, due to the function and responsibilities I have over the control of the village territory, on August 28, 2025, at around 5:00 PM, I went out to check the area at the place called"
"Pushime", because in recent days I had seen suspicious movements in this area and I was worried if someone might be doing something illegal, on my land, since I have my mountains in this place or in other places, since the law has charged me to check inside the village. The moment I arrived at the place called "Pushime", I saw a plot, cultivated with about 70-80 narcotic plants Cannabis Sativa...".
The perpetrator further states that:
"...at this moment a fellow villager whom I know by the name of Spiro Prroni (Piro Prroni) came and addressed me with the words: "...What are you begging for here...?"
I said: “…this is my land and I came out to check it out and what is going on here and who is…?”.
He told me: "...We are one on one, if he strangles you..." And at this moment he took out his knife (cutting tool) and approached me, I walked 2 (two) steps behind and said: "...Don't come closer to me...".
But he came closer again and said to me: "..We are alone..." At this moment I took out the pistol and said again: "...Don't come near me..." While he came closer again.
"...I kept retreating, while he was getting closer and closer to me. At this moment, I fired a bullet into the air to scare him, but he came closer again, raised his gun to kill me. In these conditions, I pointed the gun at him and shot him in the left arm, in the shoulder..." - says the perpetrator.
He walked a few steps back, and sat on the ground. From that moment on, he did not move again. Then I went down to my apartment and notified several people, including Piro's cousin and the police officer who is Piro's cousin, and I told them about the incident that had occurred. Then they called me from the police and I waited for them at the apartment until they arrived, where I handed them the weapon with which I committed the crime and they accompanied me to the police premises.
"...I live in Dukagjin all the time and during the winter there are only two houses that we live there, that's why I carried a gun but in no case for this purpose. Today I was in danger with him and I didn't want this to happen. Piro Prroni, I have a distant cousin, but it's not like I had any contact with him. There was no one else, it was just the two of us. I saw that in addition to the shirt in his hand, he also had a knife in his belt, above his shirt, as he had placed it in a visible position.
He came so close to me that he took the shirt and tried to hit me with it, at this moment I immediately took out the pistol, which I had with me and I shot in the air, shooting at first just to scare him and make him go away. But Prroni did not retreat and continued to approach me again, he took the shirt again and tried to hit me, at this moment I shot him straight, where the bullet hit him in the chest. There he said to me: "...You killed me...".
"After this moment, he walked 2-3 steps back, sat on the ground and lost consciousness, where he later lost his life."
