
The Tirana Prosecutor's Office has registered the name of Nelson Çela as a person under investigation in connection with the Vlora airport concession affair. Çela is the administrator of the parent company in Switzerland, Mabco Construction SA, which owns the lion's share of this highly controversial concession, while he is suspected of the criminal offense of "unauthorized interference with computer data". The investigation into the Vlora airport concession began after a complaint filed by Valon Ademi of the 2A Group company. Ademi has filed a complaint against Behgjet Pacolli, his brother Emin Pacolli and Nelson Çela on several charges, such as fraud with serious consequences, interference in computer systems, etc. He also raises suspicions regarding a 100 million euro loan, behind which Russian interests may also be hidden.
At the request of Valon Ademi, the Tirana Court has taken the measure of securing the lawsuit against the company “Vlora International Airport – VIA” sh.pk, suspending any decision planned at the General Assembly of Partners, which was scheduled to be held on October 20, 2025.
The voting rights of the majority partner, the company “Mabco Constructions SA” of Pacolli, have also been suspended, until the registration of the contract for the sale of 49% of the capital shares of the company VIA sh.pk, transferred on April 3, 2025 to the buyer “2A Group” sh.pk.
Ademi claims 49 percent of the shares of the company "Vlora International Airport - VIA" sh.pk, while 51 percent of the shares should be owned by "Mabco Constructions SA" of Pacolli.
After Valon Ademi's questioning, Valon Lluka, Emin Pacolli, Behgjet Pacolli's brother, and Nelson Çela were also questioned.
