
The First Instance Court of General Jurisdiction, Berat, has found the former head of the State Intelligence Service, Aleksandër Shulla, and his son, Pandeli Shulla, guilty of three criminal offenses, organizing gambling, possessing weapons without a permit, and revealing state secrets.
According to the court's decision, the Prosecution had requested a trial for the criminal offenses committed by the two defendants. Aleksandër Shulla was convicted of "Organizing or conducting gambling activities in violation of the law", while his son, Pandeli Shulla, was found guilty of "Unlicensed possession and production of weapons, explosive weapons and ammunition" and "Revelation of state secrets by a person entrusted to him".
The investigations launched by the Prosecutor's Office on criminal proceedings no. 370 of 2023 revealed that online gambling was being conducted in a bar in the "30 Vjetori" neighborhood, managed by Aleksandër Shulla. The electronic devices used for the games were verified and it was found that they operated through an application connected to the internet.
During the search of Pandeli Shulla's apartment, 7.62 mm caliber weapons and ammunition were found, as well as two USBs containing materials classified as "secret" and administered by SHISH. According to the Prosecution, the receipt and copying of these materials constitutes a violation of the security of classified information.
At the end of the trial, Aleksandër Shulla was sentenced to 2 years in prison, which was reduced by 1/3 under Article 406 of the Criminal Code, resulting in 1 year and 4 months in prison, suspended on parole for 2 years and 8 months.
Pandeli Shulla was sentenced to 6 months in prison for illegal possession of weapons and 2 years in prison for leaking state secrets. After the sentence was reduced by 1/3, he will serve 1 year and 4 months in prison, also suspended on parole for 2 years and 8 months. The court also decided to deprive Pandeli Shulla of the right to exercise public functions for 5 years.
